The public consultation period for the draft Fraser Coast Planning Scheme and draft Planning scheme policies starts on 18 February 2013 and ends on 12 April 2013.  During this period, you are invited to lodge a formal submission for Council’s consideration regarding any issues you may have relating to the draft planning scheme.  Comments can include suggested improvements to the draft planning scheme or support for existing aspects.

All ‘properly made’ submissions must be received by 4.45pm on Friday, 12 April 2013.  In addition to this, there are a number of legal requirements specified in the Sustainable Planning Act 2009 for submissions to be considered ‘properly made’; Council has prepared a number of options to assist in preparing a properly made submission, including two options to lodge your submission electronically:

Option 1 – Use the online submission form
The online submission form uses SurveyMonkey software and is ideally suited to preparing a submission in one sitting, as it cannot be saved.  Using this submission form provides an efficient means of preparing a submission and ensuring that it is properly made.  This submission form is available here.

Option 2 – Use the Microsoft Excel submission template
The Microsoft Excel submission template is availablehere and on the free CD of the draft planning scheme that is available from Council’s customer service centres.  This submission form provides the opportunity for you to save your submission and/or edit it over a number of sessions. Submissions completed using this form can be lodged electronically by email to planning.scheme@frasercoast.qld.gov.au.

Option 3 – Prepare your own submission
Council encourages the lodgement of electronic submission forms, as outlined in Options 1 and 2. However, submissions that do not utilise Council’s forms can also be emailed to planning.scheme@frasercoast.qld.gov.au, while hard copies can be lodged in person at one of Council’s customer service centres at Maryborough- 431-433 Kent Street, Hervey Bay- 77 Tavistock Street, Tiaro- (library building) Forgan Terrace or by post to PO Box 1943, Hervey Bay QLD 4655.

To be considered properly made, submissions must:

  • Be in writing;
  • Be made to the Fraser Coast Regional Council within the consultation period;
  • Include the name and address of each person making the submission;
  • Include the grounds (or reasons) for the submission and the facts and circumstances relied on in support of the grounds;
  • Be signed by each person making the submission if the submission is not lodged electronically; and
  • Must be received by 4.45pm on Friday, 12 April 2013.

To remove any doubt, the Sustainable Planning Act 2009 anticipates the lodgement of electronic, unsigned submissions in the definition of ‘properly made submission’. The definition can be viewed in Schedule 3 of the Sustainable Planning Act 2009.
